Are rural contract postal carriers required to deliver bulk mail?

We are a non-profit that sends bulk mail to rural delivery routes handled by contracted carriers. It seems like a fair number of our bulk mailing letters are not getting delivered. I recently heard that contracted carriers are not required to deliver bulk mail – its optional. I’m looking for someone that knows whether this is true or not.

As far as I know they have to deliver the mail just like city carriers.
Check with your local post office and the place where you deposit the mail. How do you know the mail is not being delivered?
We had this problem once and the culprit was a bad mailing list.
