I am running a small business that is going to send ~ 500 postcards to a local neighborhood. I need a list of the addresses in order to do a direct mailing (instead of bulk mailing, which requires a permit). How can I best obtain the addresses of a neighborhood? USPS wants me to have a typed list, and going door-to-door would be too inefficient to discover these addresses.

We are a non-profit that sends bulk mail to rural delivery routes handled by contracted carriers. It seems like a fair number of our bulk mailing letters are not getting delivered. I recently heard that contracted carriers are not required to deliver bulk mail - its optional. I’m looking for someone that knows whether this is true or not.
